Mr. Rob Steel (President)

Rob Steel is a private consultant specializing in providing both strategic and detailed input into projects associated with property management, stakeholder engagement, project facilitation, the water management sector, environmental approvals, and rural water and sewerage projects.

He is recognised across Victoria for his expertise (and passion) in facilitating Regional infrastructure projects, his commitment to sound environmental and community outcomes. He has extensive relationships across the private and public sector and is well respected for his passion, sound (practical) strategic advice and his high ethical standards.

His experience includes application of community engagement, stakeholder relationships, property management, cadastral law, strategic planning and planning approvals in the local community having worked in this area for 3 separate state government agencies.

He has a detailed practical local knowledge of Northern and North East Victoria, particularly around community issues, roads, waterways, wetlands and environmental issues.

Rob has a strong background in the public sector, holding management positions in Catchment & Water Services and Crown/Public Land Management portfolios of the Department of Sustainability and Environment. He worked on secondment as the Water Manager for the North East Catchment Management Authority for 12 months further demonstrating his adaptability and his skills base. He also spent 25 years in VicRoads involved in the planning, design and construction of small and major infrastructure projects across Victoria.

Rob is a Licensed Surveyor and since receiving a Bachelor of Applied Science (Surveying) RMIT, 1977 has accrued significant experience in surveying and land administration management. Rob also completed the prestigious Alpine Valleys Community Leadership Program in 2001/02 and has had numerous leadership roles across his career and in his many community activities.

Rob is also a champion of professional development and leadership and has a reputation for bringing the regional surveying community together, especially in the North East of the Victoria and southern NSW. He served 2 separate 2-year terms as Chairman of the Murray Group of the Institution of Surveyors and has played key roles in running ISV Regional conferences and the national conference at Albury. Rob has presented at many seminars and events over the years on a variety of subjects.

Rob’s hot topics include: leadership, relationships, knowledge management, succession planning, legislation, the application of practical cadastral expertise, small town water and sewerage services, highlighting rural issues, and encouraging surveyors to play an active role in their local communities to promote the profession and share their experiences to positively influence policy reform and community outcomes.

Rob’s work with the wider surveying industry was recognised by the profession in 2010 with the award of Fellow of the Institution of Surveyors Victoria at the Annual Regional Conference. He was also awarded the President’s Prize for service to the Institution of Surveyors Victoria in 2001.

Rob believes in contributing to his local community. He is a keen Rotarian and was awarded a Paul Harris Fellowship in Rotary’s centennial year. He was also awarded life membership of the Wangaratta Agricultural Show Society for his contributions and leadership. A long term local in the North East he has a wide network of contacts in both industry and the community. He is a competitive clay target shooter, a hunter, a fisherman, and runs a small beef cattle farm in his spare time

Mr. Glenn Collins (Honorary Secretary & President Elect)

Glenn Collins is the Manager– Survey and Draughting, Goulburn-Murray Water, Tatura.

Goulburn-Murray Water manages water storage, delivery and drainage systems, involving 70% of Victoria's stored water. The area of operation covers 68,000 square kilometres between the Great Divide, the River Murray and west down river to Swan Hill and the Loddon River. Goulburn-Murray Water is also Victoria's Constructing Authority for the Murray-Darling Basin Authority. The Survey and Draughting Section is responsible for all cadastral, engineering and surveillance surveys in the operational area.

Glenn has worked for the then SECV and RCA and also has more than 25 years experience in private practice as an employee and director. Prior to accepting the management position at G-MW, Glenn spent a year working at Land Registry Services.

Glenn has been on the ISV Committee for the past 3 years and now lives in Shepparton, married with 3 offspring and several grand children.

Mr. Scott Jukes (Immediate Past President)

Scott Jukes, L.S. is a Licensed Surveyor with Melbourne based Bosco Jonson, a dynamic, successful surveying, urban design and town planning consultancy with a strong record of award winning work and a reputation for being pro-active, progressive and personal.

Scott is part of a team of professionals and industry leaders, respected for quality services and adding value in delivering complex and challenging projects.

Scott has also held senior policy and project management roles in the Victorian State Government. He is noted for work with the Office of Surveyor-General Victoria in reforming surveying policy, professional regulation and legislation.

Scott is a Licensed Surveyor and holds a Graduate Diploma (Survey Practice) QUT and a Bachelors Degree in Applied Science (Land Information) RMIT University. Scott was awarded the profession's coveted J.G.Gillespie Gold Medal Prize in 2003.

Scott joined the ISV Committee in 2006 and brings a corporate focus, experience in affecting innovation and inclusive approach.

Mr. Stuart Worn (Honorary Treasurer)

Stuart has been the Executive Officer of the Planning Institute of Australia, Victorian Division since 4 August 2006, during that time the Institute has enjoyed unprecedented growth in its member services, advocacy and financial performance.

Prior to joining PIA, Stuart was managing the corporate services of the former Office of Gas Safety which was Victoria’s regulator of gas safety. His other previous roles have included senior management with the Office of the Surveyor General which involved responsibilities for regulation and supervision of the surveying profession including administration of the Surveyors Board of Victoria; planning, regional coordination, asset and contract management with Parks Victoria; project management and student representation with RMIT University; and Town Planning and Land Surveying in the private sector.

His voluntary activities have included Ministerial appointment to the Mt Buller & Mt Stirling Alpine Resort Management Board, Treasurer - Institution of Surveyors Victoria, Vice President - Victorian Snowsports Association, holding a directorship of Skiing and Snowboarding Australia, convening conferences and alpine skiing events. He has an MBA, BAppSc (Land Surveying), ADipEng and fellow membership of the Australian Institute of Company Directors (AICD).

Mr. Gary White (Executive Officer)

Gary commenced as our Institution's Executive Officer on 25 January 2010.

With extensive administration and finance experience, enhanced by roles at the Commonwealth Bank, The Royal Australasian College of Medical Administrators and Monash University, Gary brings with him a passion for process, policy and member based organisations.

Gary's brief is to provide an overview of policy and procedures to ensure the ongoing success and relevance of the Institution, together with enhanced Member benefits.

Mr. Andrew Reay (Committee)

Andrew is currently Survey Project Manager with Bosco Jonson Pty Ltd and has been a Licensed Surveyor since 2000.

Holding a Degree in Land Information and a Graduate Certificate in Environment & Planning (both from RMIT), Andrew has been working in the surveying industry (Private Practice) since 1988.

ISV service includes having held the position of Federal Councilor for several years prior to the wind up of ISA, President from 2008- 2010 and current Immediate Past President.

Andrew sits on the Melbourne University Advisory Committee, the RMIT Tafe Advisory Committee and is a member of the Surveying Task Force.

In a private life, Andrew is a passionate Open Water Swimmer, an occasional runner and even less occasional bike rider. Whilst golf used to be a regular occurrence, the clubs now only see daylight several times a year if they are lucky.

Mr. Ed Young

Ed has been with the ISV Committee for more than 4 years (initially as Hon Sec. ISV Students in the early 60’s). His experience within the industry is immense and includes ISA Councillor (3 years), FIG Commission 9 (4 years). Licensed Vic. 1965, PNG 1966 (worked PNG 66&67), Mine Surveyor Canada 1968 (part an 11 mile tunnel), Licensed Tas., QLD & NT early 70’s for mix of projects - 2 railways, 4 dams, pipelines and cadastral surveys. AUSTEC Aid Project Malaysia 1970/71. Power Industry from 1980 - 14 years with time as Property Manager both SECV & CitiPower. Geospatial work with GPAC, LV and Land Tax. Property developments and assistance on property issues.

Mr. Michael Loy (SRBV Representative)

Michael Loy is the Managing Director of Lawlor and Loy Pty. Ltd., a Melbourne based firm of Land Surveyors and Town Planning Consultants. Michael has been a practicing Licensed Surveyor in Victoria for over 35 years, and was a Registered Surveyor in New South Wales for more than 20 years. He has extensive experience in Land Development, Cadastral Surveying, Town Planning and associated survey matters in both metropolitan and country areas.

Michael has been a Member of ISV (Victorian Division) and the Association of Consulting Surveyors Victoria for over 30 years. He was an Executive Member of ACSV for 8 years and the Association's Chairman in 2000/2001. Michael has been a nominee of the Institution of Surveyors to the Surveyors Registration Board of Victoria since 2005.

Ms. Rachael Musgrave-Evans (SRBV Representative)

Rachael has been a licensed surveyor in Victoria since 1992 and was also a licensed surveyor in the Northern Territory.

She has a Bachelor of Applied Science in Surveying with Distinction (RMIT) and a Master of Social Science in Environment and Planning (RMIT).

Rachael is the Managing Director of Musgrave-Evans and Gilbert Consulting Pty Ltd; a Land Surveying and Town Planning consultancy in Central Victoria. She is a member of the Surveyors Registration Board of Victoria, Institution of Surveyors Victoria, the Association of Consulting Surveyors Victoria and the Planning Institute Australia.

Mr. Tim Dole

After completing his degree in the late 90s, Tim worked for Nobelius Land Surveyors for 10 years.

Tim did a year in the Pilbara in 2007 working in the construction of the FMG Iron Ore Mine at Cloudbreak throughout his 2 years at Survey 21. After 18 months working in Apollo Bay and Torquay for the Tomkinson Group, Tim crossed over to Utility Asset Management where he currently oversees the setup of a National Spatial Services Group. Tim has been a committee member for over 5 years.

Mr. David Stringer

Based in Sale Gippsland, David is currently a Licensed Surveyor with Beveridge Williams. David has a Bachelor of Geomatic Engineering (Honours) from University of Melbourne and has just been accepted into a Masters of Business Administration (MBA) at Deakin University which he plans to specialise in Project Management. He has been working in private practice since 2002.

After joining the ISV in 2007, David became Secretary/Treasurer of the Gippsland Group in 2009. He currently sits as a Committee Member for the Gippsland Group and is actively contributing to ISV matters within Gippsland and Melbourne.

Mr. Brendon Windsor

Brendon began his surveying career in Wodonga in the early 80's after completing a Bachelor of Applied Science in Surveying at RMIT. Except for 2 years working for Fisher Stewart in Geelong in the early 90's he has remained in the Wodonga area.

He became a Director of Fisher Armstrong Windsor Pty Ltd, a Surveying and Development consultancy in 1993 and is currently the General Manager of EDM Group, a Surveying, Town Planning, Engineering and Building Design consultancy which was established in 2005.

Brendon has over 25 years experience in all facets of surveying and specialises in Project and Business Management. Brendon has been involved with the Institution throughout his working life and is currently the Secretary/Treasurer of the Murray Group of the Institution of Surveyors.

Mr. Michael Ramsdale

Michael Ramsdale was born in Blackburn England.

He graduated from RMIT with a Diploma of Surveying at the end of 1970.

Mick joined the Lands Department in January 1971 , starting in their Housing Commission Branch Articled to Alan Fennell.

He has worked in Bendigo ( Brian Hayes ), Wangaratta ( Bert Brannigan ) Melbourne ( George Evans) and Geodetic Branch.

Mick was Licensed on 21 st March 1974. He worked briefly in private practice then joined the Titles Office Survey Branch in 1974.

He left the Titles Office in 1987 to take up a Partnership at Peyton Waite, and is still there.

Mick joined the Association of Consulting Surveyors (ACSV) Executive in September 2005 and, prior to becoming the current Chairman, served as Treasurer from 2006- 2011.

Ms. Kylie Jones

Kylie works as a Senior Surveyor in Property Services within VicRoads.

Kylie graduated from the University of Melbourne with a Bachelor of Geomatic Engineering (Honours) and a Bachelor of Science in 2001.

She obtained registration as a Licensed Surveyor in November 2008.

Kylie specialises in providing land and property advice and survey services to government agencies to enable the delivery of various road infrastructure projects.

Kylie is a member of the Institution of Surveyors Victoria – Victoria Division and member of the Association of Professional Engineers, Scientists and Managers Australia.
